Suction-Only Cleaning
First of all, you should know that the CleanState Plus is a suction-only spot cleaner. It doesn’t come with a motorized brush roll or any other system that oscillates or actively scrubs stains away.
So, while this tool proves to be quite handy in permanently erasing old wine and pet stains from carpets, area rugs, and upholstery, it’s truly only as effective as how much manual labor you’re willing to put in.
2 Cleaning Tools
The CleanState Plus only comes with two cleaning tools, but they work like a charm. The first tool is a 2-in-1 7-inch WidePath tool. You can attach a bristle insert to erase stubborn stains from carpeted surfaces. Swapping the bristles out with the rubber nub insert will help to clean delicate area rugs and collect stray strands of pet hair.

Next, the CleanState Plus comes with a tight spot tool, which has a narrow nozzle with stiff bristles to get rid of stains in corners and other hard-to-reach areas. However, this attachment doesn’t scrub and suction at the same time—you’ll have to flip the tool over to perform each function.
On-Demand Spray Nozzle
Located on the handle portion of the suction hose is a trigger that, when depressed, dispenses tiny amounts of your cleaning solution. Users can use their own judgment to determine how much or how little solution to use when dealing with fresh or old stains.

40-oz Dual-Tank System
Despite being a portable spot cleaner, the CleanState Plus comes with two massive tanks with a collective capacity of 40 oz. The dual-tank system separates clean water from dirty water, preventing cross-contamination from one to the other to ensure that you never re-dirty your carpets or furniture with polluted water.
The tanks are detachable, so refilling and emptying them out couldn’t be easier.

18-foot Power Cord
As a spot cleaner, don’t expect your CleanState Plus to come with a super-long power cord. This device comes with an 18-foot-long cable, which should provide enough movement and flexibility to scrub stains off of upholstery surfaces without issue.
Feel free to extend your reach from each wall outlet by plugging the CleanState Plus into an extension cord (sold separately).
Self-Cleaning Hose Rinsing Tool
The CleanState Plus actually comes with a third cleaning tool, but it’s meant to rinse the suction hose of solid debris, not erase stains from your floors. The Hose Rinsing Tool works by covering the suction hose, allowing water to pass back into the hose to flush dirt and debris.
If you notice a significant drop in suction power, which is quite rare according to users, the Hose Rinsing Tool will make it good as new.

Verdict: A Reliable Spot Cleaner that Requires Some Elbow Grease
Although the Hoover CleanState Plus is quite powerful, at least in terms of suction power, it’s only as reliable as you’re willing to make it. Without an active brush, you’ll have to press down to scrub away stubborn stains, which isn’t too much of an issue, seeing as how the stiff bristles dig deep into carpet and upholstery fibers.
